    The Stallion Springs Board of Directors held a Special Board Meeting on Monday, February 2 related to a possible amendment to Resolution 2003-2 that required all utilities to dwellings or other structures to be underground. Edison previously allowed for service across streets to be overhead to a pole, then underground to the structure.     CSD The districts Waste Water plant Operating Permit was renewed on October 9. The new permit will go into effect December 1 giving the CSD five years to upgrade the waste water plant to tertiary treatment without violation or penalties. Water production was down by 15.9 percent from August 2014 and 10.9 percent from September of 2013. Waste water flow was down by over 500,000 gallons over August 2014.     The Stallion Springs CSD held its annual Oktoberfest on Saturday, October 4 with over 3,500 people in attendance over the course of 6 hours. They were so busy they ran out of bratwurst and had to send out for a backup supply. CSD Manager Mary Beth Garrison reported that July/August meter readings showed a 13.4 percent reduction in water usage.     Elizabeth Block, Water Conservation Coordinator for the Tehachapi Cummings Water District gave a presentation on the Greater Tehachapi Toilet Rebate Program at the CSD, July 15 Board meeting. According to Hannah Magnusson the reporter for the group, "Users of the garden can get fresh food and not have to wonder where it came from."
