Every year most of us make an ambitious list of what we want to change in the coming year. The problem is that the list is usually more motivated than we are after the first couple of weeks. Governor Brown’s executive order (November 13, 2015) will continue emergency drought restrictions another year if drought conditions persist through January 2016. This one’s a slam dunk.
