    Due to a scheduling conflict, the Jan. 16 City Council Meeting took place in the Community Room of the Tehachapi Police Department. Police Chief Kent Kroeger presented the Council with a Memorandum of Understanding between TPD and Kern Behavioral Health and Recovery Services for the implementation of a 911 Special Needs Registry.     It's fog season in Stallion Springs and it can be difficult to see the road through the haze. Due to difficulties in getting the roads striped by a contractor, the CSD recently purchased a striping machine. Following the yellow strips can be a great aid to finding your way home in the heavy fog. The machine has been delivered and the maintenance crew is going through training on its use.
