    On Saturday, April 25 Have a Heart Humane Society and Supervisor Zack Scrivner combined funding to hold a spay/neuter clinic in California City. Dr. Willis, owner of San Joaquin Vet Hospital in Bakersfield, brought his mobile to the Strata Center and performed 37 cat and dog spays and neuters.     On Saturday, May 16, 2015, Have a Heart Humane Society will host our 12th low cost spay/neuter clinic. This amazing program is funded by a private grant, not county money, and will continue until funds run out. Pet owners pay a co-pay of $35 for dogs (any size) and $25 for cats. The balance will be paid by Have a Heart. Services include spay or neuter, Rabies vaccination if your pet is old enough, a pain shot and a microchip, which is mandatory.     On April 20 the Tehachapi City Council approved a water conservation plan. On May 21 stage 2 of that plan will go into effect. Stage 2 regulations are mandatory with warnings delivered for first offenses. Fines can be expected for repeat offenders. 1.
