    The Stallion Springs CSD held its annual Oktoberfest on Saturday, October 4 with over 3,500 people in attendance over the course of 6 hours. They were so busy they ran out of bratwurst and had to send out for a backup supply. Beer lines were long all day and the Property Owners Association sold out of the root beer, cream soda and water provided for the non-beer drinkers. Kids filled the playground.     CSD The Stallion Springs CSD held its regular Board of Directors meeting on Tuesday, September 16. CSD Manager Mary Beth Garrison reported that July/August meter readings showed a 13.4 percent reduction in water usage.     The Stallion Springs Board of Directors held its regular monthly meeting on Tuesday Aug. 19 at the CSD. The board approved the Execution of the Water Shortage Contingency Plan declaring a Stage 2 Emergency.     Elizabeth Block, Water Conservation Coordinator for the Tehachapi Cummings Water District gave a presentation on the Greater Tehachapi Toilet Rebate Program at the CSD, July 15 Board meeting. Block noted that a rebate of up to $150 for changing out old toilets to newer water saving models. The newer toilets use 1.28 gallons or less per flush saving over 19 gallons per day per person.     The Stallion Springs CSD Board of Directors held their monthly meeting on Tuesday, June 17 at the CSD/Police/ Administrative building. General Manager Mary Beth Garrison noted that the CSD is taking the lead in water conversation and has received a $20,000 grant to assist in re-landscaping to help with water conservation. Two sessions of lessons are still available, Session 2, from July 7 through 18, and Session 3, from July 28 through August 8.     Police Chief Mike Grant made a presentation, Gangs 101, to Neighborhood Watch group on Wednesday, April 23. In addition to gangs locally, Grant detailed the various gangs on the west coast, how to spot them and their organizational structure. He noted that most gang members are quite passive to the general public so as not to attract attention. However, they can become aggressive if provoked.     • The Stallion Springs Police Department recently received a new patrol car. The car, a 2007 Ford Interceptor, was provided through the Interagency Exchange at no cost to the department. The car was repainted and new decals added at a cost of just $1,500.
