    Ouch – half a percent – The Wasco Union High School District needed 55 percent approval in the Nov. 6 election to pass a $40.5 million bond measure that would have built a new gymnasium and aquatic complex and modernized existing buildings at Wasco High School.     Derby Downs Cart Races The Stallion Springs Police Activities League held the Derby Downs Cart Races on Saturday, Nov. 3. Thirty children between the ages of 5 and 14 raced down a quarter mile hill on Stallion Springs Drive to see who would have the fastest time.     On July 24 at their regular board meeting, the Board of Tehachapi Valley Recreation and Park District voted unanimously to place a $43 million bond measure on the Nov. 6 ballot.
