    On July 24 at their regular board meeting, the Board of Tehachapi Valley Recreation and Park District voted unanimously to place a $43 million bond measure on the Nov. 6 ballot.     Sandy Chavez is passionate about her work as Center Coordinator for Salvation Army. She recently shared the reasons for her enthusiasm with Tehachapi Kiwanis Club. In just the first quarter of this year, she reported that 3,143 people were able to get food to feed their families in Tehachapi. The center distributed 109,901 pounds of donated food.     At their April meeting, the Tehachapi Senior Center Board of Directors voted to support the proposed TVRPD bond measure to build a new community center in Tehachapi. Tehachapi Valley Recreation and Park District General Manager Michelle Vance outlined the project for the Board and asked for their input.
