On November 17, Governor Gavin Newsom ordered Kern, and 40 other California counties, back into the most economically restrictive Purple Tier. These 41 counties represent 95 percent of our state's population. COVID-19 infection rates have been increasing all across the country, moving largely in an east to west direction. California counties have been monitored by the Governor's Office and the CA Department of Public Health (CDPH) using three metrics: Case Rates, Testing Positivity Rates and an...
On September 23, Governor Gavin Newsom issued an executive order calling for a ban on hydraulic fracturing (fracking) in oil production by 2024, and a ban on sales of new gasoline engine passenger vehicles by 2035. In doing so, Newsom demonstrated that Kern County and our hard working 900,000 people don’t matter to him. Kern County produces 80 percent of the state’s oil and conducts 98 percent of the hydraulic fracturing in the state, but we also site and build more renewal energy and alt...
On Aug. 25, the Kern County Board of Supervisors approved our budget for Fiscal Year 2020-21. The challenges we face in budgeting for this next fiscal year are many. While we continue to struggle with little to no year-over-year growth in the county's two primary revenue sources, property tax revenue and sales tax revenue, the cost associated with providing essential services continues to increase, primarily driven by the cost of labor. This foundational fiscal challenge is compounded this year...
On Aug. 6, second district supervisor Zack Scrivner spoke to the Tehachapi Rotary Club giving county updates related to the impact of the Coronavirus pandemic. He reported that the financial impact to the county would result in a $25 million budget hole that would likely be felt by all departments, including the sheriff, fire, library and mental health. To help close the gap, the county will be using some of their reserves but there will be a seven-and-a-half percent cut to all departments except public safety. Even with these measures, an $11...
To Whom it May Concern, As the County Supervisor representing the Tehachapi region, I wholeheartedly support the proposed American Viticulture Area of "Tehachapi Mountains" Docket No. TTB-2020-0006. I believe that the proposed rules of this AVA, the boundaries, and the name "Tehachapi Mountains" appropriately reflect the intent of the vintners within the proposed area and will be properly presented to consumers once placed on the bottles. I achnowledge the work the Tehachapi Win Grower's...

My family and I are praying for health and comfort for our communities and our nation during this unprecedented time. The COVID-19 Pandemic has had far-reaching effects on our health care systems, our economy and our daily lives. The operations of government on all levels, including the County of Kern, has been drastically altered over the past several weeks, and no one knows for sure how long the current situation will continue. As your Second District Kern County Supervisor, I want to assure...
The first order of business at the March 2 Tehachapi City Council meeting was to choose a new council person to fill the at-large seat held by Kenneth Hetge who resigned on Jan. 2. Four applications were received by the City and all were qualified for the position but it was Christina Scrivner who was chosen in a 3-1 vote. Councilman Phil Smith nominated Kim Nixon, a prior City Councilwoman now serving on the Planning Commission. "I am very humbled by this opportunity to serve my community,"...
The full impact and force of the California government's climate change directives burst forth on Jan. 14 at the Kern County Supervisors meeting, as hundreds of people overflowed the chamber to protest new state initiatives that are key ingredients in the long march toward shutting down of the oil industry. The initiatives, which include a moratorium on various drilling permits, have hit Kern County hard, creating a climate of uncertainty, a drop in investment and confusion in the production pip...
On Jan. 14, the Board of Supervisors held a hearing in response to my referral on Governor Newsom's attack on Kern County's oil and gas industry. In attendance from Newsom's administration were Legislative Affairs Secretary Anthony Williams, CalGEM Oil and Gas Supervisor Uduak-Joe Ntuk and Department of Conservation Director David Shabazian. In California, 366,000 jobs supported by the oil and gas industry are in jeopardy, as well as $21.6 billion in annual local, state and federal tax revenue...
Kern County Supervisors prioritized public safety when they closed the $44.5 million fiscal deficit that became apparent four years ago. "We cut only 12.8 percent. Fire [Dept] was never cut. We did not cut the Sheriff or the DA," 2nd District Supervisor and Tehachapi resident Zack Scrivner said in his presentation at the Jan. 8 Greater Tehachapi Economic Development Council meeting at the Slice of Life Enrichment School. With the submission of the 2019-2020 budget in August, the supervisors...

On Dec. 10, Second District Supervisor Zack Scrivner asked Kern County CAO and Director of Planning and Natural Resources to address the recent moves by Governor Newsom against the Kern County Oil Industry. Supervisor Scrivner characterized the Governor’s recent moves as an attack and said, “The constant attack on our oil industry continues to erode our fiscal stability and our way of life in Kern. On Aug. 27, the Board of Supervisors adopted our final 2019-2020 Fiscal Year Budget, and I'm extremely pleased that this budget will completely close the General Fund deficit of $44.5 million that was identified four years ago. This large deficit was caused by a significant drop in oil prices over two years and steep increases in employee pension costs (70%) over the last ten years. It took a lot of hard work from county employees and department heads to get there, but our four-year mitigation...
